As the regional director, Ms. Utter is responsible for ensuring that candidates for the certification examination offered by the International Board of Lactation Consultant Examiners meet all eligibility requirements. She is also responsible for managing all administrative operations of the examination in North, Central and South America, and Israel. Ms. Utter’s position allows her to work with people from all over the world for the purpose of providing lactation consultants who are certified as safe, competent practitioners, which in turn benefits mothers and babies worldwide. Ms. Utter is proud to say that the International Board of Lactation Consultant Examiners offers the only certification in the lactation consultancy field and is grateful for the hard working professional team with which she works. They work as one, exchanging ideas and promoting good health breastfeeding. With over 30 years of professional experience, Ms. Utter attributes her success to her knowledge, passion, dedication, and desire to assist moms to nurture healthy babies. One of only a few in her field, Ms. Utter chose her current profession after volunteering as a breastfeeding support counselor. Prior to her current venture, Ms. Utter worked as a volunteer group leader with La Leche League International, owned a private lactation consultancy, Lactation Education Resources, from 1990-1998, raised her three sons and was employed as a medical technologist for the chief of clinical pathology at the National Institutes of Health from 1975-1979. Ms. Utter earned a bachelor’s degree in medical technology from American University in 1974. She is an international board certified lactation consultant and continually stays informed of industry updates by reading the Journal of Human Lactation and attending conferences and workshops. She is a commissioner for the Commission on Accreditation of Allied Health Education Programs, a representative to the United States Breastfeeding Committee, provides consultative support to the Accreditation and Approval Review Committee on Education in Human Lactation and Breastfeeding and retains affiliations with the American Society of Association Executives, the Institute for Credentialing Excellence, the Certification Network Group, and the International Lactation Consultant Association. In her spare time she has lent her expertise as a volunteer leader and coordinator of leader applicants with the Leche League International and as a board member of her local church.
